“No person in the United States shall, on the basis of sex, be excluded from participation in, be denied benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.” (Title IX)

福利理伦 complies with federal and state nondiscrimination laws, including Title IX, Title VI, Section 504, and the ADA. Prohibited conduct definitions and procedures are set forth in University policy.聽 These forms of Prohibited Conduct are defined in the 福利理伦 BOG GA-3 Policy.

What counts under Title IX (in simple terms)

A report is handled under Title IX鈥檚 grievance process when all of the following are true:

  • The conduct is on the basis of sex and meets the federal definition of Title IX sexual harassment (quid pro quo by an employee; or conduct that is so severe, pervasive, and objectively offensive that it denies equal access; or sexual assault, dating violence, domestic violence, or stalking).
  • The conduct happened in Marshall鈥檚 education program or activity (locations or events Marshall controls, including recognized student鈥憃rganization premises).
  • The conduct occurred in the United States.

If a report doesn鈥檛 meet these narrow Title IX criteria, Marshall still addresses it鈥攋ust under Non鈥慣itle IX procedures or other applicable policies. (Title IX rules apply to a limited subset of cases.)

Sexual Misconduct is prohibited

福利理伦 is a community committed to the goal of educating individuals to become responsible citizens and leaders in the human community. The university aims to develop individual excellence and to prepare students for life after college. Therefore, 福利理伦 is committed to a campus environment that will neither tolerate nor condone sexual harassment, gender discrimination, or sexual misconduct.

鈥淪exual Misconduct鈥 means an act or conduct of a sexual nature perpetrated against an individual without consent. Sexual misconduct can occur between strangers or acquaintances, including people involved in an intimate or sexual relationship. Sexual misconduct can be committed by and against people of any gender, and it can occur between people of the same or different sex. The university encourages the reporting of all sexual misconduct. Sexual misconduct includes but is not limited to the following:

  • Sexual Harassment
  • Sexual Assault
  • Dating Violence
  • Domestic Violence
  • Stalking
  • Sexual Exploitation
  • Sexual Intimidation
  • Unwelcome Sexual Conduct

Depending on the facts, these behaviors are addressed under Title IX or under Non鈥慣itle IX procedures.

Supportive measures & confidential counseling

Supportive measures (e.g., academic adjustments, schedule/housing changes, no鈥慶ontact orders, safety planning) are available regardless of whether you file a formal complaint. Confidential counseling is available through the Counseling Center.

Accessing counseling services does not require participation in a Title IX investigation or formal complaint process.


Neutral process & equal rights for both parties

If a Title IX investigation is launched, a neutral decision鈥憁aker/hearing panel, not the investigator, issues a written determination after a live hearing (with advisor鈥慶onducted cross鈥慹xamination in higher鈥慹d Title IX cases). Either party may appeal on the grounds permitted by policy.


Retaliation is prohibited

No one may retaliate against a person for reporting or participating in a process. Violations are addressed as separate offenses under University policy. Non-Retaliation Policy

Important Reminder: Online Reporting Strongly Preferred

Title IX Reporting - Online Submissions PREFERRED:

The Title IX Office prefers the submission of Title IX report through the online reporting system. It is preferred that all Title IX reports be submitted through our secure online form. This centralized process helps us review reports promptly, triage concerns efficiently, and ensure consistent and equitable responses for our campus community.

In鈥憄erson, email, and phone submissions are accepted on a limited basis as reporting methods for Title IX incidents. Those conversations may still occur for support purposes, but they do not constitute an official Title IX report.

Please note: Due to staff availability, it may take up to five business days for your report to be reviewed.
